The wild swings on this list make total sense when you look at who is causing the friction. St. Figarland Garling triggered the biggest split on the entire board. Some fans treat him like an absolute god-tier legend based purely on his God Valley ties and hype, placing him well above established heavy hitters. Other fans are far more conservative, leaving him floating in the middle tiers until we see a full, extended fight. I fall somewhere in the middle, but seeing him jump up and down the rankings shows just how much hype influences our yardsticks for strength.
He is not the only high-ranking World Government figure causing arguments. Nusjuro has that incredible swordsmanship hype going for him, which usually wins over manga fans immediately. Still, he landed well below where I thought he would settle, while Mars swung wildly between top-shelf powerhouse and overrated bureaucrat.
My theory on why this specific group is tearing the community apart comes down to how we measure power in late-game One Piece. We are watching characters transition from mysterious silhouette figures to active combatants in real time. When a character's true limits are still being revealed, some fans rank on maximum potential while others stick strictly to proven feats. That divide is never going to heal until the final saga wraps up.
